ELDT vs. TSA background check — both required
For the HazMat endorsement, you need both ELDT (training record submitted to TPR) and a TSA security threat assessment (the background check). These are separate processes with separate agencies. ELDT covers training competency; TSA covers security vetting. Both must be complete before the state will issue the H endorsement.
Why HazMat ELDT is theory-only
HazMat ELDT has no behind-the-wheel component because the H endorsement is a cargo qualification, not a vehicle class qualification. The physical skills needed to drive the vehicle are already covered under the base CDL class. HazMat ELDT adds knowledge of hazmat regulations, communication standards (labels, placards, markings), loading requirements, emergency response information, and safe operating procedures specific to hazmat cargo.
What the HazMat theory curriculum covers
The HazMat ELDT curriculum is built around the content in 49 CFR Part 380, Appendix F. Required topics include: hazardous materials definitions and classification by hazard class; the HazMat communication system — how labels, placards, and markings work and what each one communicates to emergency responders; loading and unloading rules for hazmat cargo, including compatibility and segregation requirements; emergency response procedures, including how to use the Emergency Response Guidebook (ERG) and when to contact emergency services; and safe operating procedures specific to transporting hazmat cargo. Some topics — especially ERG use — are practical enough that instructors walk drivers through real scenarios rather than lecture-only coverage.
Sequencing HazMat ELDT and the TSA process
Both ELDT and the TSA security threat assessment must be complete before the state can add the H endorsement to your CDL. The two processes are independent and can run simultaneously, but each has its own timeline. TSA processing typically takes 5–10 business days, sometimes considerably longer. HazMat ELDT — which is theory-only — can often be completed more quickly, especially if an online provider is available. Start the TSA application as early as possible; it tends to set the floor for how soon you can add the endorsement, regardless of when ELDT finishes.
The TSA background check process
The TSA security threat assessment for the H endorsement requires the applicant to submit fingerprints and personal information through a TSA-approved channel. Processing typically takes 5–10 business days, though it can take longer. The driver must initiate this process through their state licensing agency or an approved enrollment facility. TSA issues a clearance or denial; states issue the endorsement only after receiving a clearance. The TSA assessment must be renewed every 5 years along with the endorsement.
HazMat endorsement renewal — ELDT not repeated
When the H endorsement expires (typically on a 5-year cycle), ELDT does not need to be repeated. The driver renews the TSA background check and pays the state renewal fee — that's the primary renewal burden for hazmat. ELDT is a one-time requirement for first-time endorsement applicants.
Frequently Asked Questions
Can I complete HazMat ELDT online?
Since HazMat ELDT has no BTW component, the entire curriculum is theory-based and some providers offer it online. Verify that the provider is TPR-listed and that their online format is accepted in your state before enrolling.
Can I start hauling hazmat loads while waiting for the TSA background check?
No. The H endorsement cannot be added to your CDL until both ELDT and TSA clearance are complete. Operating a placarded hazmat load without the H endorsement is a federal violation regardless of what stage the application is in. Wait until the endorsement is issued before taking hazmat loads.
Does the driver or the carrier initiate the TSA background check?
The driver initiates the TSA security threat assessment — it is tied to the individual, not the employer. The driver contacts their state CDL office or an approved enrollment center to start the process. The carrier has no role in the TSA application beyond knowing the endorsement is pending.
