How ELDT Training Records Are Submitted to FMCSA
ELDT providers must electronically submit training records to FMCSA through the TPR within 48 hours of training completion. Drivers cannot self-submit records. The record must be in the system before the CDL skills test can be administered.
Provider submission process
After a driver completes ELDT, the training provider logs into the FMCSA TPR system and submits the driver's training completion record. The record is matched to the driver using their CDL learner permit number or existing CDL number. Providers must submit within 48 hours of training completion.
What happens if a record is missing
State CDL offices check the FMCSA system before administering the skills test. If the training record is not in the system, the state may refuse to schedule or administer the test. If you completed ELDT and your record is missing, contact your training provider first — they are responsible for the submission. If the issue persists, contact FMCSA directly.
What a training record contains
The training completion record submitted to FMCSA by the provider includes: the driver's name and CDL applicant number, the provider's TPR registration number, the training type (Class A, Class B, or endorsement), the dates training was completed, and certification that the driver demonstrated proficiency in all required topics. The record does not include a grade or performance rating — it is a binary completion record. FMCSA uses it to confirm eligibility for the skills test, not to evaluate training quality.
The 48-hour submission window — what happens if the provider is late
Providers must submit training records within 48 hours of training completion. If a provider submits late, the driver may arrive at the CDL office to schedule the skills test before the record appears in the system. This creates a scheduling delay that isn't the driver's fault but is the driver's problem. To protect yourself, ask the provider to confirm submission immediately after training ends, and wait at least one full business day before going to the CDL office to schedule.
Correcting errors in a submitted record
If a training record is submitted with an error — wrong CDL number, wrong training type, or incomplete proficiency documentation — the provider can correct it through the TPR portal. The driver cannot correct records directly. If the error prevents you from scheduling the skills test, contact the provider immediately. Document your communications in case the issue requires escalation to FMCSA.
If you change employers after ELDT but before using the CDL
The ELDT record is tied to you — your CDL applicant number or CDL number — not to any employer. If you complete training through one carrier's in-house ELDT program and then decide to work elsewhere before you've even gotten the CDL, the record stays valid. You take it with you. Similarly, if you complete training, get your CDL, and then change jobs or even change vehicle types, the original ELDT record for that credential remains on file. Nothing about changing employers or changing career plans affects a properly submitted ELDT record.
Frequently Asked Questions
Can I bring a paper certificate to the CDL test instead?
No. ELDT requires electronic submission by the provider to the FMCSA TPR system. A paper certificate does not satisfy the requirement. The state will check for an electronic record, not a physical document.
What if I change states between ELDT completion and taking the skills test?
The ELDT record is in the national FMCSA system and is accessible by all states. Moving states between ELDT completion and the skills test should not create a problem as long as the record was submitted by your provider. Confirm with the new state's CDL office that they can access the record.
My provider submitted the record but the state says it's not showing up. What do I do?
First, get written confirmation from your provider that the submission was completed — including the submission date and the CDL number used. Then contact the state CDL office with that documentation. If there's a matching issue (wrong CDL number in the submission), the provider needs to correct the record through the TPR portal. Allow 24 hours after correction before trying the state again.
